Does God make concessions in the process of revealing himself to world over time? Oh yes! Remember how the people said to Jesus; “But why is it that Moses allowed divorce?” (Old Testament)
Does Jesus say – “well that was because Moses’s heart was hard.”?
No – he says: “It was not that way from the beginning. YOUR hearts were hard.”
In other words God is SO gracious and understanding of our hard heartedness, he allowed Moses to make concessions on his behalf!
So it is true, God’s justice does not change ever.
